In the 1970s large companies were confronted with the need to purchase expensive computers and pay expensive staff to run them. Many wanted to charge for the use of computers as they would for telephones or electricity. But beyond cost recovery, management wanted to develop policies to control usage, who would use the computers and how much. This is a small monograph which attempts to deal with the problem in a fair and rational way. This was easier said than done. .
