About the Author

JOAN E. PYNES is an Assistant Professor of Public Administration at Southern Illinois University at Edwardsville. She has published articles in The Journal of Applied Psychology, Public Personnel Management, The Journal of Management Systems, The Journal of Criminal Justice, and The Journal of Business and Psychology.

JOAN M. LAFFERTY is an Accounting Systems Specialist for St. Louis County Government.
