This report examines the principle of subsidiarity and its application to the European Community beyond Maastricht. Political and legal experts from supranational, national and subnational institutions offer their various interpretations of the concept, its functions and utility. The UK government's approach to subsidiarity as a means to clawback natioanl sovereignty is challenged. In addition, the contributors agree that European integration does and should have an impact upon the domestic disposition of the government of Member States. The examples of Scottish devolution and the reform of local government are used. The European Council's agreed definition of subsidiarity is reproduced in full.
