The first great modern international adjudication of a nation's coastline occurred in 1951, when the International Court of Justice decided the Anglo Norwegian Fisheries Case. Since then, the Supreme Court of the United Statesor more accurately, its special mastershave applied principles of international law to decide more coastline delimitation issues than have the International Court and other tribunals combined. Unfortunately, the reports of the Supreme Court's special masters have not, until now, been regularly published. As a consequence, the scholarship, and the decisions that are often found only within the reports (because orders of the Supreme Court often adopt them, but do not restate them) are not generally available.
In this book the editors, who have among them more experience in these special-master coastline delimitation proceedings than any other American lawyers, have collected the reports of the special masters in these cases. The text and accompanying maps are faithfully reproduced from original copies. Narrative histories of the cases are given, as are a complete index and table of authorities.
This collection of reports is essential for any practitioner of public international law and any political geographer dealing with maritime boundary delimitation questions. Any American lawyer, diplomat or administrator who must deal with the myriad American laws that apply within or without the territorial sea, the contiguous zone, the continental shelf, or the exclusive economic zone (the Outer Continental Shelf Lands Act, the Clean Water Act, and the Clean Air Act are but examples of such laws) will also find it invaluable.
It is the intentions of the editors and publisher to publish, in the same format, future reports of the special masters of the Supreme Court in the submerged lands cases.

John Briscoe
Mr. Briscoe, a San Francisco Attorney and writer, has devoted a substantial portion of his legal career to cases of land and natural resources disputes. He has tried such cases in federal and state courts, and has argued before the United States and California Supreme Courts. After serving eight years as deputy attorney general for the State of California, Mr. Briscoe in 1980 joined the San Francisco law firm now named Washburn, Briscoe & McCarthy. Mr. Briscoe is author of the book Surveying the Courtroom- A Land Expert's Guide to Evidence and Civil Procedure, and numerous articles and papers. Since 1980 he has been co-counsel with Mr. Koester in the Supreme Court litigation over the northern seaward boundary of Alaska, United States v. Alaska.
G. Thomas Koester
Mr. Koester is a former supervising attorney in the Juneau Natural Resources Section of the Alaska Attorney General's Office, where he represented all of Alaska's natural resource agencies on a variety of land and natural resource issues in both federal and state courts, including the United States and Alaska Supreme Courts. He also served as a consultant on maritime boundary delimitation matters, and has written several articles and papers on the subject. Now in private practice, Mr. Koester is co-counsel with Mr. Briscoe in United States v. Alaska, the Supreme Court litigation over the location of Alaska's northern. coastline and resulting seaward boundary.
Michael W. Reed
Mr. Reed is a senior trial attorney with the Environment and Natural Resources Division of the United States Department of Justice where he represents the government in courts throughout the country, including the Supreme Court Special Master proceedings which led to twelve of the Reports included in this volume. He also represents the Department of Justice on the Interagency Committee which delimits the Territorial Sea and other maritime zones of the United States. Mr. Reed studied international law at the George Washington University National Law Center.
