Kindergarten-Grade 1-- Everybody is too busy to answer Karin's questions, so she sets off to find Time. When she explores the inner workings of the local clock tower, she decides she must be in a fairy tale. She has an encounter with ``Father Time,'' a.k.a. the clockkeeper. Their conversation about the workings of time ends when he holds back the clock so that Karin can get home for dinner. This ``modern fairy tale'' is short on magic, in spite of its setting in a wintry central European town. While the story ends with Karin's parents making time for her, this resolution of the problem does not flow convincingly out of the narrative. The exploration of time is confusing and unsatisfying, remaining at the level of platitudes such as ``Time is an awful Thing,'' ``Time can't be stopped,'' and ``people could make Time.'' Sacre's paintings, which show the snowy urban counterparts of gingerbread houses towering over a tiny dollike Karin, are more successful than the text at evoking the mood. Evaline Ness's Do You Have The Time, Lydia? (Dutton, 1971; o.p.) is a more satisfying exploration of the problem from a different perspective. --Susan Giffard, Englewood Pub . Lib . ,
