Anyone interested in Latin American politics in general or Peruvian politics in particular must read this collection of essays. The eight presentations collected in this book were part of a seminar on "The New Generation and Democratic Challenge in Peru," held in June 1986, at the Bildner Center for Western Hemisphere Studies at The City University of New York. Six of the presentations were given by high ranking members of the Peruvian government. There are two primary foci: the econon-Lic conditions of Peru and, closely related, the threat of terrorism. A great deal of attention is paid to the Peruvian Aprista Party (PAP), a political mass movement that began in Peru in 1930, and the APRA (The Popular Revolutionary Alliance of America). There is also a fine description of the Peruvian Communist Party, known as the Shining Path, which is the prime leftist terror group in the country. The combination of knowledgeable people with their access to relevant materials makes this book more than useful. The bibliography, predominantly Spanish language and Peruvian publications, will undoubtedly prove useful to the specialist. While the book does focus on specific problems faced by the Peruvian government, much of it is a supportive statement for the country's president, Alan Garcia.
