Kindergarten-Grade 3 A charming group of deftly drawn cartoon animals outshine the po etic text in this tale of two (animal) kings and their fight for power. The tongue-in- cheek result of their weapon stockpiling is a `` nuclear freeze' ' in which both piles of weapons are sprayed with water and left at the ever-frozen Icicle Springs for ever. The moral, of course, is that peace comes only through understanding and cooperation. A major flaw is Pilkey's effort to relate the story in poetic form. His attempt to rhyme and mete each couplet has resulted in excessive wordi ness and overuse of colloquialisms. Nineteen-year-old Pilkey's full-page colored pencil cartoons are of profes sional caliber. Background coloring and detail on the largest illustrations are especialy nice. Minor flaws include palm trees in a country whose tempera ture reaches to 20 below zero. World War Won is the winner of a national writing and illustrating competition for teenagers. While Dr. Seuss' The Butter Battle Book (Random, 1984) is a far bet ter parody of the nuclear arms situation, Pilkey's book provides a model for other hopeful young authors.
