Recounting the first two years of the Bush administration, this compilation of thoughtful essays presents hypotheses and models for future studies. Bert Rockman portrays Bush as a Tory, one who prefers the status quo to change. Operating in what Charles Jones refers to as a co-partisan political environment, Bush confronts frustrations caused by each party having sufficient power to derail programs important to him. Lacking the mandate and the radical conservatism of Reagan, Bush's reactive style may prove to be most suitable for a governmental system that discourages long-range, positive solutions. Recommended for academic and large public library collections.
