Fifteen years ago in Action for a Change Nader outlined how to establish a Public Interest Research Group (PIRG) to bring about social change and "to convince students and other consumers that `you can fight City Hall."' Since that time half a million students have joined the 175 PIRGs on campuses in 25 states and Canada. This book describes how these PIRGs were started, how they operate, and the kinds of issues they tackle, e.g., bottle bills, reform of hearing aid sales practices, etc. The book makes no pretense of being an academic study of public interest groups and is, frankly, self-serving. Yet one sees here a modern manifestation of classical republicanism with its stress on civic virtue. Recommended for university libraries. Edward C.
