Joseph G. Kehoe is Manager Partner of Global Government Consulting and is located in Washington, D.C. In his 23 years with PwC, Mr. Kehoe has directed dozens of engagements for government civilian and defense organizations involving strategic planning, performance measurement, activity based costing, and organizational restructuring. He is the lead author of Activity Based Management in Government and holds a bachelor's degree in accounting from the University of Virginia and a master's in business administration in finance from Syracuse University.
David K. Carr, Washington D.C., is the chief operating officer of Global Government Consulting. He is a former federal and local government employee and has 25 years' experience in management consulting and analysis. He has written numerous articles and co-authored five books on improving government operations, quality management, change management, and reengineering. Mr. Carr holds a bachelor's degree in political science and a master's of public administration, both from Pennsylvania State University.
Lynton K. Barker leads Management Consulting Services in the United Kingdom. He joined PwC in 1983 after a career in the public sector.
