Willie & the World Wide Web is designed so that children of varying age levels-ranging from older children who are computer literate to younger children who have had no experience with the Web-can derive different levels of meaning from the narrative. The book is designed in classic picture book format, with pages of text alternating with pages featuring color illustrations.

On one level, the book is a colorful high-tech adventure story. Willie's journey through the Internet's World Wide Web entertains, while the story's underlying concepts provide young children with a basic understanding of how the Web works.

On another level, the story allows older children to experience an information age fable.
