About the Author

Professor Schwieterman is the Director of the Chaddick Institute for Metropolitan and is a specialist in transportation and urban economics. He has published extensively on air, rail and highway issues and is an associate professor of Public Service Management at DePaul University. Martin Toth is a community planning specialist now living in Colorado and serving as a research advisor to the Chaddick Institute.
