It also contains the finer details of welding procedure specifications to provide clarity, even to the experienced code user. This guidebook goes far beyond the literary words of the code by explaining specific code paragraphs and related ASME code interpretations, where even a close study of the code on its own may not produce a clear conclusion. It is written by the longest serving ASME Section IX code committee member. This Guidebook covers the 1998 Edition of ASME IX. Michael J. Houle earned his Bachelor of Science degree in Mechanical Engineering (BSME) in 1957 from Michigan Technological University. He has more than 40 years of industrial experience in the field of welding with extensive involvement in the development of quality, training, fabrication and repair programs. Mr. Houle has eight years of regulatory experience as Director of Welding for the National Board of Boiler and Pressure Vessel Inspectors with duties which included reviewing applicants for ASME and National Board Certification, training of Authorized Inspectors, and investigations of companies and products.
Mr. Houle organized Welding Engineering Services in 1987 and quickly established a wide range of clients in the power, petrochemical, paper, manufacturing, repair and insurance industries throughout the world. He currently develops and presents seminars on AWS, ASME, API, NBIC, and R Stamp Repair codes and standards, as well as other welding topics. He develops quality programs, welding procedures, repair plans, welder's performance qualifications, enabling procedures for quality systems, and participates in litigation involving welding codes and standards.
Mr. Houle is a very active member of the American Society of Mechanical Engineers (ASME) Welding Subcommittee IX, ASME Subgroup on Qualifications (IX), ASME Pressure Vessel Subcommittee VIII, ASME Subgroup on Fabrication and Inspection (VIII), Welding Research Council (WRC) Welding Procedure Committee, several American Welding Society (AWS) committees and is the past United States Delegate to the International Institute of Welding (IIW) Commission XI on Pressure Vessels & Piping.
