About the Author:

RAYMOND W. BEACH, Jr., was chairman of the national task force on emergency vehicle operations, which was organized by the International Association of Directors of Law Enforcement Standards and Training (IADLEST) and funded by the National Highway Traffic Safety Administration. He is a nationally recognized expert and consultant on criminal justice matters and lectures extensively on police policy and procedures as well as on the use of force. Mr. Bush currently serves as Executive Director of the Michigan Commission on Law Enforcement Standards, a division of the Michigan Department of State Police. EARL R. MORRIS was a member of the IADLEST/NHTSA task force and a 23-year veteran of law enforcement. He retired in 2002 as a Colonel of the Utah Highway Patrol and as Deputy Commissioner for the Utah Department of Public Safety. He is a nationally recognized expert and author in the areas of emergency vehicle operations and on the use of force. WILLIAM C. SMITH is an attorney and was legal advisor for the IADLEST/NHTSA task force. He also is a risk management consultant and was awarded the ARM designation from the Insurance Institute of America. Mr. Smith has co-authored several books and articles on the subject of police pursuit. He lives in Columbia, SC.
