Lin Appling was born in Roberta, Georgia to a family of 14. He left home at the age of 19 to join the United States Army, where he rose (without a formal education) to the rank of Captain and went on to retire as a Lt. Colonel. He eventually earned his master's degree while working full time as an army officer and raising his daughter, from the age of ten, as a single parent. Since his retirement from the army, he served as Deputy Chief of Staff in the office of the late Governor Mel Carnahan and the Executive Deputy Secretary of State in the office of the Missouri Secretary of State. He is now a Commissioner at the Missouri Public Service Commission, a position he has held since May, 2004.
