During the past thirty years the Kingdom of Saudi Arabia has built and managed the largest public works projects in history--the creation of the two industrial cities of Jubail, on the Gulf, and Yanbu, on the Red Sea, home to huge petroleum-based industries which claim almost ten percent of the world market. Beginning with the discovery of oil in the 1930's and the economic development initiatives of King Abdulaziz Ibn Saud and his successors, this book emphasizes the Saudi's determination to marshal their oil wealth productively. It examines the evolution of Saudi capacity to plan and design very large projects, the establishment of the Royal Commission for Jubail and Yanbu, an independent super-agency with the power to cut through red tape and make multi-billion dollar moves on its own, and the roles of entities such as Aramco and SABIC. The factories and refineries are up and running, now almost entirely managed by the Saudis themselves. Saudi Arabia, underdeveloped and pastoral until a few decades ago, has achieved in less than 35 years what required the better part of a century in Europe and America. This is the second edition of the book, originally published in 1997. This version has been updated to reflect developments at Jubail and Yanbu since the mid 1990's, and describes further infrastructure and industrial expansions planned through the end of the Ninth National Development Plan (2014).

About the Author

Mr. Andrea Pampanini, a dual national residing in New York, is author of “Cities of the Desert: The Building of Jubail and Yanbu” and of “Saudi Arabia: Moving towards a Privatized Economy”, and co-author of “One Hundred Years of Unification and Development in Saudi Arabia”. He is an internationally recognized expert on Saudi Arabia. He has had a long and distinguished career in management and consulting, learning his profession at McKinsey & Co. and Booz Allen & Hamilton. He began his work in the Middle East in 1969, as head of a water resources engineering and regional development firm based in Tehran, where he supervised a major irrigation and agricultural production project in the Khuzestan. He now runs his own company, Turnaround Associates Inc., which specializes in the restructuring of medium-sized companies. He is fluent in four languages, holds an MA degree in Natural Sciences from the University of Cambridge and an MBA from the Harvard School of Business Administration. Mr. Pampanini has observed and participated firsthand in Saudi Arabia’s economic development over the past 27 years. During this period he served as consultant and advisor to the Royal Commission for Jubail and Yanbu, helping create the early bases for a management infrastructure in the two industrial cities. He played a role in the initial policy discussions and negotiations related to the creation of Marafiq, the model for privatization in the power and water sectors. He was a senior counselor to SAGIA (the Saudi Arabian General Investment Authority) and KFF (the King Faisal Foundation). He continues to work with a number of his Saudi clients, focusing on private sector development.
