About the Author:
Dr. Keith B. Payne is president of the National Institute for Public Policy and heads the Graduate Department of Defense and Strategic Studies at Missouri State University (Washington, D.C. area campus). He is the author or co-author of approximately 100 articles published in leading U.S. and foreign journals and newspapers, and 17 previous books and monographs, including Deterrence in the Second Nuclear Age (1996) and The Fallacies of Cold War Deterrence (2001).
