About the Author:
William D. Eggers is the Global Director for Deloitte Research-Public Sector, where he is responsible for research and thought leadership for Deloitte's public-sector practice. Bill has authored numerous books on transforming government, including Governing by Network: The New Shape of the Public Sector (Brookings, 2004) and Government 2.0: Using Technology to Improve Education, Cut Red Tape, Reduce Gridlock, and Enhance Democracy (Rowman and Littlefield, 2005). Governing by Network won the Louis Brownlow Award for best book on public management from the National Academy of Public Administration.
Robert N. Campbell III is Vice Chairman of Deloitte & Touche USA LLP and National Managing Director of Deloitte's U.S. Public Sector practice. Throughout his 33-year career with Deloitte & Touche USA, Bob has assisted government agencies at all levels with program planning and analysis, information systems planning, business process analysis, performance improvement and organizational transformation engagements.
