Roads throughout the Otways were rough and ready, becoming utterly impassable in the wet winter months, with freight charges ruinous. Various railways into the Otways were proposed, and eventually four separate lines were built, followed by a sprawling network of timber tramways – the crucial ingredient of the timber industry which expanded to become one of the state’s largest. These railways and tramways were the lifeblood of remote bush communities, bringing in all manner of supplies, hauling timber out, and giving the sparse population of bush dwellers access to the outside world.
