Synopsis

There were approximately 350,000 inmates in American prisons and jails in 1974. As of December 2006, according to The U.S. Department Of Justice, that number had risen to 2,258,983. An estimated 14 million Americans have felony records. 6.5 million of those 14 million felons are under active supervision. And 46% of those 6.5 million are black males between the ages of 18 and 30. There are some who would like for all of them to 'rot in jail' for the rest of their 'wretched' lives. Others want them to die--quickly and violently. But the reality is, an overwhelming 95-98% of them will do neither. Approximately 650,000 American inmates are expected to be released each year over the next ten years and Supreme Court rulings as recent as December 2007 (giving greater authority to judges concerning sentencing) will surely increase that flow. They will come back to families, churches, employers, and a cadre of civil servants. They will come back to communities. They will come back, as though from the dead, to live again. The question is: What will you do with the dead man at your door?

Review

Pastor Evans' analysis and recommendations strike the rare balance between what might be expected of an intelligent policy advocate on the one hand, and a passionate advocate for balance and truth in criminal justice policy on the other. The message he shares in these extraordinary pages is both pragmatic and visionary. All involved in the reentry of ex-felons into law-abiding community life should applaud his outstanding contribution to our collective efforts. --Carl Horn, III, U.S. Magistrate Judge and Former Chief Assistant U.S. Attorney

Mike Evans is a leading voice for the direction of the church in the twenty first century as it grapples with the process of developing new wine skins for the new wine the church is about to receive. His voice is the perfect balance of history, news and prediction. His is a voice that must be heard. --Bishop Ed Peecher, Pastor -- Chicago Embassy Church

The Return Of The Lazarus Generation by Michael E. Evans is a must read by Christians who, by virtue of their beliefs, have a responsibility to the population of men and women (our brothers and sisters), who are re-entering our communities after incarceration. This book will serve as a manual and guide to those groups, whether faith based or otherwise, who have a passion for and genuine interest in helping those who confront the challenges and barriers of re-entering our communities. Pastor Evans outlines a plan heaped in spiritual tenets but easily applied to the secular aspects of this issue, re-entry. Ex-offenders are coming home seeking employment, housing, familial and community acceptance with the hope of understanding and a second societal chance. The public's response will impact everything from public safety, to the economy and mark our moral and ethical standing as a community. Reading this book was renewing and inspiring for me. I recommend it to all who have an interest in the successful re-entry of ex-offenders. --Robert T. Crouch, MPA --Office for Institutional Equity, Duke University
