Read the author's biograhy below! Mr. Cogswell says that the solution to our current dysfunctional government is to obtain better leaders by changing the way decisions are made in Washington. To do this, he recommends process amendments to the Constitution initiated by the States under their Article V power because Congress, which has the most to lose by needed changes, will never fix the system. In furtherance of his recommendations, he has proposed 9 amendments containing 44 changes to the Constitution and written a short commentary on each of them and other essays for public discussion. He has also outlined a method for realizing these changes under the leadership of Campaign Constitution, a bipartisan and nonprofit corporation, whose business plan details necessary action. Those who share his view will find a workable method for reforming the Constitution with changes needed to recapture the spirit of freedom and limited government underlying the foundation of America.
