To do this, he recommends process amendments to the Constitution initiated by the States under their Article V power because Congress, which has the most to lose by needed changes, will never fix the system. In furtherance of his recommendations, he has proposed 9 amendments containing 44 changes to the Constitution and written a short commentary on each of them and other essays for public discussion. He has also outlined a method for realizing these changes under the leadership of Campaign Constitution, a bipartisan and nonprofit corporation, whose business plan details necessary action.
