Richard Blum was Chairman of the International Research Group for Drug Legislation and Programs. Andrew Herxheimer was a consultant at the Charing Cross Hospital in London and Professor of Pharmacology at the University of Groningen, The Netherlands. Catherine Stenzl was Coordinator of the International Research Group for Drug Legislation and Programs. Jasper Woodcock was Director of the Institute for the Study of Drug Dependence London.
