It is also judged by those democratic criteria of justice, impartiality, fairness and openness that are a mark of democratic society in all its aspects. This book examines these issues in the light of the reformed local government of the late 20th Century and traces the roots of the present system into the ideals and achievements of the great Victorian reformers.
