Peter Brown is Professor of Property Taxation at Liverpool John Moores University. He has published several books on rating, advised government bodies on rating matters and presented papers around the world.
Patrick Bond is Deputy Director of Rating with the Valuation Office Agency and a former Group Valuation Officer. He has valued a wide variety of properties for rating and has appeared as expert witness before the Lands Tribunal. Both authors are among the few chartered surveyors to hold the RICS' special post qualification Diploma in Rating.

About the Author:

Peter Brown is Professor of Property Taxation at Liverpool John Moores University and a former David C. Lincoln Research Fellow, Lincoln Land Institute, Cambridge, Massachusetts, USA.

Patrick Bond is Deputy Director of Rating at the Valuation Office Agency and formerly Group Valuation Officer for East Anglia when he was responsible for the preparation and maintenance of rating and council tax valuation lists throughout Norfolk, Suffolk and Essex. Visiting lecturer in Rating Valuation and Professional Practice at Cass Business School, City University.
