The author began his remarks by referring to the prominent manner in which the subject of infant mortality had been lately brought before the public in its various phases of baby-farming, child murder, &c., and considered that our registration laws were, in a great measure, to blame for the indifference shown to infant life, by making no provision for the registration or recognition of still-born infants. The registration of births and deaths commenced in 1837, prior to which time the only record of births was such as could be obtained in the register of baptisms--a column being generally left for the date of birth. When it is borne in mind how large a number of persons are not baptised till they have reached adult age, and how many are not baptised at all, it is obvious the record of births must have been very inaccurate. In 1837, an Act was passed regulating the registering of births and deaths. The author showed that, elaborate as the rules of this Act were, there was still one serious defect, viz., that no account whatever was taken of still-born children. The instructions issued to the Registrars are as follow:--"Still-born children must not be entered either in the register of births or of deaths; but, if a child is born alive, although it dies immediately after birth, both the birth and the death must be registered separately in the proper form." If any alteration is to be made in the existing law, it must be for better reasons than mere curiosity, or even the accumulation of what might prove valuable scientific material.
