Synopsis
Tim Kelly lies about his age and joins the Coast Guard at 14. Almost a decade later, Tim's tour of duty leads him to Galveston, where he's reunited with his estranged father, James. Before the two can make amends, James is beaten to death by a union-busting criminal. Devastated by his loss, Tim transfers to San Francisco where he butts heads with his commanding officer.
