Synopsis
Washington, DC: circles and avenues becoming boulevards opening alongside massive structures made of marble and concrete, bronze and steel. Amongst said structures scurry politicians, aides, lobbyists, bureaucrats…each and all working to negotiate the translation of ideas into words—laws, regulations. Within this network, in a small office in the Ford Building—a few blocks south of Independence Avenue—is a group working to clarify the meanings of those words, the definitions of legislative and regulatory terms.
