About the Author

Ronald Higby, a native of San Francisco, was educated at Berkeley and has a graduate degree in public administration from the U. of Washington. After spending a career in local government in California, he retired as a Deputy City Manager. He lives with his wife Mary Jane in Huntington Beach, California.
