A well-written, up-to-date account of the history, workings, and current concerns of the influential federal government agency that regulates the stock market. Koslow takes a fairly uncritical view of his subject, presenting the debates around its function and operation from the agency's own viewpoint. However, it is fair in its depiction of opposing views. For those seeking to learn why securities markets should be regulated, Koslow provides a very brief outline of corporate finance, followed by a fascinating history of how financial speculation in unregulated markets caused the Great Crash of 1929, and led directly to the creation of big government. Koslow also reports on the SEC's proposal to regulate stock index futures and options, currently covered by a different agency. Once hooked by the story, readers will be carried along by the style. The author writes with flair and polish, and clarifies his points with remarkable economy. His tone is appropriately sober, and he does not talk down to readers. No other book for this age group covers the topic with similar depth . Unfortunately, the subject will interest few of its intended audience, and the book will be most appreciated by students interested in economics or in the modern effects of the New Deal. --Jonathan Betz-Zall, Sno-Isle Regional Library System, Edmonds, WA
