About the Author

In 1992, Jack J. Phillips founded Performance Resources Organization (PRO), an international consulting firm specializing in human resources accountability programs.

Toni Hodges has 15 years' experience working in the behavioral analysis, systems engineering, and communication environment. She currently manages measurement and evaluations for the Bell Atlantic Training, Education, and Development group and has established corporate standards and policies for training, education, and development program evaluations.
