About the Author:

Paul J. Feldstein, Ph.D., is professor and Robert Gumbiner Chair in Healthcare Management at the Paul Merage School of Business, University of California at Irvine. In addition to his university responsibilities, Dr. Feldstein has served both the Office of Management and Budget and the Social Security Administration in Washington, D.C., as well as the World Health Organization in Geneva, Switzerland.
