About the Author

Michael Nelson directed a team of more than a dozen presidential scholars and CQ researchers to prepare this new edition. A professor of political science at Rhodes College, Nelson was the editor of the previous edition and has co-authored or edited many other books on the presidency.

Congressional Quarterly has made a concerted effort to revise and keep current its guides to the three branches of the federal government. The first edition of the Guide to the Presidency was published in 1989 in one volume and covered only the very beginnings of the Bush administration. The second edition covers all the Bush administration and the first three years of the Clinton presidency. The contents have increased by almost 300 pages, and it is now in two volumes, making it easier to use. The coverage of the revised edition is the same: origins and development of the presidency; selection and removal of the president; powers of the presidency; the president, the public, and the parties; the White House and the executive branch; chief executive and federal government; and biographies of the presidents and vice presidents. These are followed by two appendixes (documents and texts and tabular and graphical data) and the index. The chapters and subchapters reflect some minor rearrangements but essentially follow the same pattern as the first edition. For example, the first-edition subchapters, "Taking Office" and "Chronology of Presidential Elections," are chapters in the new edition; and the first edition chapter, "Chief of Party," has been renamed "The President and Political Parties."

This new edition includes the Persian Gulf War, the 1992 presidential campaign and election, NAFTA and GATT, the effects of the collapse of the former Soviet Union, U.S. troops in Bosnia, the 1994 congressional elections, and the budget impasse. It also includes a more detailed table of contents and has larger/clearer photographs accompanying the biographies of the presidents, vice presidents, and first ladies.

One question arises: Why didn't CQ wait one more year and issue an edition that covered all of Clinton's first term? In spite of this, Congressional Quarterly's Guide to the Presidency is the most complete and most up-to-date source on this office. Academic and public libraries will find the amount of revision certainly justifies purchase.
