The history of child support orders and the enforcement of child support has been an outrage since the day ''family law'' first entered the legal system. Historically, the majority of custodial families have not had court-ordered child support, and those receiving child support orders have rarely been awarded enough money to care for their children properly. Theoretically, child support awards should be sufficient to mimic the same economic advantages a child would have if his or her parents were together as a couple. In addition, once the court has ordered child support, most custodial parents still have a hard time collecting any child support monies. Some families are able to get partial payments, while other families receive no payments at all. Fortunately, not all custodial families experience the economic abuse of child support evasion. The sad truth is, however, that only 25 percent of families that have child support awards ever collect. This book is not written to tag men or non-custodial fathers as deadbeats, although some of them are. It is written for any custodial parent, male or female, who needs help getting financial support for his or her children. Eighty-seven percent of custodial parents are women. The remaining 13 percent are men, grandparents, and others. There are deadbeat dads, and there are deadbeat moms. In some instances both dad and mom are deadbeats. It does not matter what gender the deadbeat parent is. The object of this ball game is to get financial support for the children. That stated, for the sake of simplicity, this book will use male gender pronouns when referring to non-custodial parents and female gender pronouns when referring to custodial parents. Similarly, gender pronouns will be consistently applied to other roles, such as lawyers, caseworkers, and judges.
