The premise on which this title is based is: "To be successful in integrating technology into classroom instruction, training for teachers must first focus on effective lesson plan design and teaching strategies. Without mastering these skills first, no amount of technical training, no matter how effective, will translate into valuable technology units." The "Web-Based Learning Model" is a plan that can be initiated for professional staff development as well as for student guidance in research. The model is sequential and is designed for media specialists, technology trainers (frequently the librarians), and teachers, stressing collaboration throughout. The foundation of the model is the development of Essential Questions, which are related to state curriculum standards, and support the concept and topic to be taught. Evaluation rubrics are included with examples, forms, and templates.
