China has ramped up its military spending in the face of organized opposition to the government, has modernized its army and made it more professional and less political, and transferred power to a new generation, but all these factors may be moving it away from using nuclear weapons, and international forces and conditions, in particular its commitment to economic development, also seem to indicate China has no intention of striking first. However, in these seven essays that serve as chapters, it is clear that China is still in the nuclear arms club, that its capabilities may be modest but only one bomb is sufficient to change everything, and perhaps one of the reasons why China has not gone to nuclear war over a variety of issues is that, at present, it is very busy making money on the world market. Paul J. Bolt is professor of political science at the U.S. Air Force Academy. Albert S. Willner, Colonel, U.S. Army, taught in the Department of Social Sciences at the U.S. Military Academy in 2000-2004; at present, he is pending assignment as the Chief of the Liaison Affairs Section at the American Institute in Taiwan.
