Terri Urbano has long been at the forefront of preparing the United States to handle bioterrorist attacks. During 1999-2002 she was the Associate Director of the International Coalition for Mass Casualty Education, an organization dedicated to facilitating the systematic development of policies related to mass casualty events as they influence public health infrastructure, and impact nursing practice, education, research, and regulation.
