Rotunda chronicles the movements of Timothy Ryan, a disillusioned U.S. Army veteran, as he plans and implements a plot to destroy the U.S. Capitol and eliminate the leaders of the U.S. government on Inauguration Day, 2001. The plot is set in motion when a U.S. government security agency inadvertently funds Ryan and his co-conspirators. As he makes his plans, Ryan meets and falls in love with Stefanie Zeitlein, a student at George Washington University. The story takes place against the backdrop of Washington, D.C. as the nation’s capital prepares to inaugurate a new president and rededicate the U.S. Capitol building at the outset of the 21st century.
