Previously published between 1989 and 2002 in scholarly economic journals and a few other sources, these 23 papers presented by Henson (U. of Guelph, Canada) and Wilson (lead economist, Transport Unit and Urban Development Department, World Bank) examine issues surrounding technical barriers to trade, those measures that are not primarily intended to restrict trade but may have the effect of doing so and which include standards and labeling requirements relating to product quality, safety, plant and animal health, environmental protection, social and ethical issues, and indication of origin, among others. Papers first address theoretical issues, including the extent to which it is possible to quantify the impact of technical trade barriers. They then examine impacts of standards on trade in goods internationally and in the case of individual countries, specific impacts of sanitary and phytosanitary measures, and institutional issues such as the move to harmonization of standards in the case of the European Union and elsewhere.
