This book is an analysis of the rich experience of South Africa and Uganda in their quest for universal access, with particular emphasis on the role of shared access centers (public telephones, cybercafes, telecenters, business centers, etc.) and the factors that affect their performance.
It is based on a review of national policy and implementation strategies, case studies of community ICT-access centers, and an analysis of the links between national strategies and on-the-ground experiences from 1996 to 2003. Over fifty ICT-access centers, from both rural and urban settings, were reviewed. The executive summary presents a series of lessons and practical recommendations for policymakers.

Sarah Parkinson began working in international development in 1993 and has since lived and worked in countries in the Caribbean, Latin America, Africa, Asia, Europe and North America. Her experiences ranged from volunteering in Grenada with a small development NGO to reviewing grant proposals for the International Development Research Centre (IDRC), headquartered in Ottawa, and engaging in research collaborations with the Centre for Tropical Agriculture (CIAT) based in Cali, Colombia and the National Agricultural Advisory Services (NAADS), a Ugandan government programme designed with input from the World Bank. Most recently, from 2008 until early 2011, she worked as Communication and Advocacy Manager for the Afghanistan Research and Evaluation Unit based in Kabul. Parkinson now works as a consultant on monitoring and evaluation and research, and is based in Ottawa.
