About the Author
Judith-Anne MacKenzie is a barrister. After some years as an academic, a period as Assistant Parliamentary Counsel and later as a legal adviser at the DTI, she is now Head of Railways (Legal) at the Department of the Environment, Transport and the Regions. Until her retirement, Mary Phillips
was Dean of the Inns of Court School of Law. She has now returned to teaching land law as a Visiting Professor at City University, London.
