Running on empty argues that past failure to address fundamental inequalities in the ability of low-income households to access adequate transport has undermined effective delivery of welfare policies in the US and UK; describes the new policies and initiatives being developed to address this oversight; outlines the case for including transport as an area of social policy inquiry, identifying key factors and uses case study examples of practical initiatives from both sides of the Atlantic to draw lessons for future policy and practice. About the Author
Dr Karen Lucas is a Senior Research Fellow with the Transport Studies Group at the University of Westminster. She recently acted as a policy advisor to the government's Social Exclusion Unit to address the issue of access to transport in the UK. She is also a member of the US Transport Research Board's Environmental Justice Task Force.
