About the Author
Robert J. Koester provides the SAR community with Search & Rescue management insight gleaned from over 100 incidents as an Incident Commander. He currently is president of the Virginia Search and Rescue Council, a technical instructor with the Virginia Department of Emergency Management. He has developed SAR traning programs and numerous other publications and presents world-wide.
