About the Author

Born and raised in Danbury, CT. Spent considerable time around lakes and the ocean. At seventeen enlisted in the Navy (1968) and spent four years as a sonar technician aboard destroyers. Left the Navy and did some college work in Oklahoma. Enlisted in the Coast Guard as a Sonar Technician (1974). Was selected for Officer Candidate School in 1979 as a Chief Sonar Technician ("up through the ranks"). Commissioned in 1980 as an Ensign. Retired in 1993 as a Lieutenant Commander. Since has served on several inland passenger vessels as Captain and First Mate and is now a partner in the River School and Gateway Marine Services. Mark and his family live in St. Louis, MO.

Rule 18 is often called the "hierarchy" rule. "Hierarchy" means order of importance. The rule describes which vessels must keep out of the way of others based on their occupation or their design. Keep in mind that this rule applies when vessels are in sight of one another. This rule begins with a very big exception. Rules 9, 10, and 13 may require a specific course of action and those rules would override anything in this rule.

It is easier to understand this rule when the "pecking order" of vessels is listed. A vessel must keep out of the way of vessels above it on the list when they are in sight of one another and when rules 9, 10, and/or 13 don't require other action.

The basic hierarchy is:

Vessel not under command or restricted in ability to maneuver. Fishing vessel. Sailing vessel. Power-driven vessel. Seaplanes.

Although not found in Rule 18, there are other categories of vessels which could be added to the hierarchy.

Vessel aground. Vessel at anchor. Any vessel being overtaken by another. Vessel downbound in a narrow channel (not to be impeded). Vessel not under command or restricted in ability to maneuver. Fishing vessel. Sailing vessel. Power-driven vessel. Seaplanes (do not impede any other vessel). Any vessel overtaking another.
