About the Author

Robert M. Perito was a career U.S. Foreign Service officer. He was also deputy director of the International Criminal Investigative Training Assistance Program at the U.S. Department of Justice, responsible for police training programs in Somalia, Haiti, Bosnia, Kosovo, and East Timor. A senior fellow at the U.S. Institute of Peace during 2001 2002 and a special adviser to the Institute s Rule of Law Program in 2003, he is currently a program officer in the Professional Training Program.
