About the Author

Deborah A. Ziegler is the associate executive director for policy and advocacy at the Council for Exceptional Children, one of the world s premiere education organizations. She lobbies to improve the quality of life for individuals with exceptionalities through professional excellence and advocacy globally. She has broad public policy experience at the international, national, state and local levels. As a consultant since 1994 to the Open Society Institute, she supports its efforts on inclusive schools and communities worldwide. Dr. Ziegler serves on the board of several international disability organizations whose focus is the implementation of the UN Convention on the Right of Persons with Disabilities.
