Francis McHugh's biography is on the dust jacket. He was born in Johnstown, Rhode Island in 1908. He was associated with the Naval War College War Gaming Department for over fifty years. Frank McHugh died at age 97 on July 19, 2005 and is buried at St. Columba's Cemetery, Middletown, Rhode Island.
McHugh was associated with the War Gaming Department for almost fifty (50) years. At first, he has plotting and recordign duties and prepared graphs for games. When the Naval Electronic Warfare Simulator (NEWS) was implemented in 1957, he became an operations research analyst and in that capacity collected and analyzed data and played and umpired games. He also lectured at the college, published articles on war gaming and wrote Fundamentals of War Gaming, which was first published in 1960. This definitive work encompassed all aspects of war gaming up to that time and received wide distrbution throughout the Navy.
