Le temps des outrages, tome 2 - Histoire du Manitoba francais, retrace l’epoque se situant entre 1870 et 1916, au Manitoba francais. En 1870, il n’y a aucun precedent pour guider les pas des uns et des autres, entre les forces en presence. Les questions touchant l’amnistie et les terres ancestrales sont determinantes pour le peuple Metis. Victime de stratagemes douteux, Louis Riel, leur chef historique, voit ses ambitions politiques contrecarrees et il perd la vie. En 1890, les droits scolaires et linguistiques garantis dans la Loi du Manitoba (1870), s’envolent comme des fetus de paille. En 1916, le Vatican ampute le diocese de Saint-Boniface, au profit de la majorite catholique anglophone. Quarante-six ans apres son adhesion au Canada, le Manitoba franeais est depouille de l’heritage de ses fondateurs laics et religieux, Louis Riel et Mgr Norbert Provencher. Dans cet ouvrage, l’historienne Jacqueline Blay poursuit son travail de dechiffrage minutieux et documente l’evolution et les rapports des communautes metisse, francophone et anglophone, la position du Quebec et du Canada dans ces dossiers qui sont, encore de nos jours, d’actualite constitutionnelle. C’est la premiere fois que cette histoire est retracee dans son ensemble, en francais.

Detentrice d’une maitrise en histoire canadienne de l’Universite du Manitoba, Jacqueline Blay a ete journaliste et realisatrice à Radio-Canada, avant de poursuivre une carriere de fonctionnaire au gouvernement du Manitoba. Elle a ete presidente de la Societe historique de Saint-Boniface et de la Maison Gabrielle-Roy. Elle est l’auteure de l’essai historique L’Article 23 : les peripeties legislatives et juridiques du fait francais au Manitoba (1870-1986), (Prix Réseau 1988), et du tome 1 de l’Histoire du Manitoba francais, Sous le ciel de la Prairie, des debuts jusqu’à 1870 (Prix Champlain 2010-2011).
