The paper presents a comparative analysis of collective bargaining practices in these two sectors through a critical review of available literature. Data collected were analyzed thematically, showing the areas of difference and similarities between the two sectors. The themes examined are the commonly negotiated issues, union militancy, ideologies and strategies, collective agreements and implementation, and government attitude and response time. It was found that while the labour unions in the two sectors have adopted different strategies due to their different antecedents and peculiarities, both unions now operate with similar aggressive ideologies which is a result of the government¿s attempts at using informal means to achieve unilateral determination of terms of employment by way of its overbearing influence in the relations. The paper recommends that the government in Nigeria honour the legal status of collective agreements without prejudice to the principle of due process to guide against the incessant strikes in both sectors.
