Das Verhältnis von Staat und Zivilgesellschaft war für den okzidentalen Entwicklungsweg realgeschichtlich spannungsreich und wurde immer schon kontrovers diskutiert. Für orientalische Gesellschaften stellte sich die Frage nach der Zivilgesellschaft kaum: Europäische wie auch aus dem Orient selbst stammende Wissenschaftler/innen nahmen bisher unkritisch an, daß der Orient aufgrund der Übermacht des Staates keine Zivilgesellschaft hervorgebracht habe. Die Studie widerspricht diesem Mythos und weist in einer kritischen Analyse am konkreten Beispiel des Osmanischen Reiches und der Türkei die Existenz einer Zivilgesellschaft nach, die gestern wie heute in einem widersprüchlichen Verhältnis zum Staat steht.
