Eugene Rukaranghira was born in south western Uganda to Rwandan parents. In his twnties, he moved to Canada to pursue his university education and decided to settle there. He obtained a Master's degree in political Science from Carleton University and is Policy Analyst at Transport Canada. He lives in Ottawa, Canada with his family.
